Director of Industry Support: USAC
Universal Service Administrative Company (USAC), a dynamic company in downtown DC, has created an outstanding new opportunity for a full-time Director of Industry Support. The Director of Industry Support must have significant industry experience and experience with the High Cost and Low Income (HCLI) Programs. This position will be responsible for performing High Cost and Low Income education and outreach, provide subject matter expertise to in-house personnel regarding field implementation of FCC rules and administrative procedures, and will be the primary resource for reviewing/ drafting responses to beneficiary appeals in the HCLI Programs. This position will work closely with the Vice President of the High Cost and Low Division, the Director of High Cost and the Director of Low Income to determine the type, method, and frequency of providing education and outreach. This position will be responsible for working with the External Relations Division to revise the strategy for the High Cost and Low Income site visit programs initiative. As an industry expert, this position will be a resource to the High Cost and Low Income teams, and therefore, required to have in-depth knowledge of the High Cost and Low Income program rules and regulations with specific expertise in C.F.R. 47 Part 32 accounting. The successful candidate will have: · At least 7 years of experience in regulatory, operations, business management, and/or consulting positions working for or providing support to entities that receive High Cost Program support; · Knowledge of C.F.R. 47 Part 32 accounting rules; · At least 5 years of management experience; · Proven track record implementing new strategic initiatives; · Bachelors degree from an accredited college and/or university. Responsibilities include:· Actively develop and implement outreach programs for High Cost and Low Income Programs to ensure beneficiaries have the required knowledge to successfully company with FCC regulations and policies; · Serve as the primary point of contact on issues associated with program compliance by providing education and outreach; · Revised the objective and strategy of the site visit program so that it is a better tool to educate beneficiaries; · Work with the Director of High Cost and Director of Low Income to establish best practices for beneficiaries and determine method and delivery of such practices; · Serve as the primary point of contact for beneficiaries with audit related issues; · Review all High Cost and Low Income appeals and draft responses to be submitted to the Appeals Committee.
