Minimum Experience/Education: Education and Experience: The expected level of formal training for the County Extension Director is a Master's degree from an accredited institution in a field related to supervision and administration.
In addition to the formal education, the County Extension Director must have a minimum of three years of service with Cooperative Extension and must hold or be eligible to hold an appointment at the level of Associate Extension Agent or higher. The individual must demonstrate the ability to plan, organize, and work well with people. Departmental Required Skills: Rutherford County is a largely rural county located in the West Central Extension District in North Carolina. It is considered 1/3 mountains and 2/3 piedmont. It has a population of approximately 62,000, and Rutherfordton is the county seat. The county has approximately 705 farms with an annual income of approximately $14 million from the sale of agricultural products and an additional $8 million from the sale of forest products. There is a significant tourist industry in the county, with opportunities to expand. Preferred Experience, Skills, Training/Education: This position requires demonstrated effective leadership experience. Skills in supervision, human relations, team building, public relations, and marketing are required. Candidate must have the ability to work with employees and volunteers. Skills required include knowledge and experience in strategic planning, program development and evaluation, communications, presentations, organization, computer technology, networking, grant writing, and personnel management. Effective written and oral communication skills and the ability to work with diverse audiences are essential. Essential Job Duties: The county director will be responsible for providing administrative, supervisory, and program leadership in planning, delivery, and accountability of the total Extension program. Administrative functions include management of personnel, development and management of budgets with county and other funding organizations, and maintenance of an effective advisory leadership system. Maintenance of effective working relationships with county government, agencies, community organizations, and University personnel is essential. The county director has program responsibilities for administration, with preference in livestock, forages, and community development. Responsibilities also include networking and collaborating with other Extension programs in the region, as well as other agencies and community organizations. Travel within district is required. Other Work/Responsibilities: The County Extension Director is a member of the faculty of North Carolina State University. The major responsibility of the job is to provide leadership for and coordinate the efforts of the county Extension staff in developing an effective total county Extension education program. Other responsibilities include organizing and allocating resources, marketing the Extension program, preparing budgets, maintaining administrative relationships, interpreting and communicating policy, teaching, evaluating, and reporting in the assigned county. Necessary Licenses or Certifications: Valid Driver's License and reliable, personal transportation required. Valid NCDL required within 60 days of hire and must be maintained.
