JOB SUMMARY
Grade 10: This position is responsible for preparing bid lists, inquiry packages, and bid evaluations; obtaining review from legal, insurance and other applicable departments of purchase orders, changes, amendments, etc., prior to execution; utilizing established policies and procedures to assure maximum contribution by Purchasing to the Regional / Subsidiary effort; evaluating facts surrounding purchase order related problem areas, determining the most appropriate remedial actions, and implement such action through available means; assisting Contracts and Business Development managers in the preparation of proposals; working closely with other project or group disciplines and managers to coordinate work, to promote efficiency and consistency across the project, and to achieve the established target and objectives; and identifying and advising management of purchase order-related risks inherent in proposals and purchase orders. Grade 12: This position is responsible for the Grade 10 duties and preparing bid lists, inquiry packages, and bid evaluations; recommending sources; leading negotiations and reviewing highly complex purchase orders and subcontracts prior to execution. All Grades: Must be proficient with computer software programs such as Microsoft Office. Working knowledge of FARS required. REQUIREMENTS/SPECIFICATIONS
Education/Experience: • Grade 10: Bachelor’s degree in Business, Supply Chain Management, Engineering, Construction Management, Economics or demonstrated equivalent. • Grade 12: Bachelor’s degree in Business, Supply Chain Management, Engineering, Construction Management, Economics or demonstrated equivalent; and 4+ years experience in procurement; skilled in procurement systems; proven competence and significant value-added procurement achievements. • Must be proficient with computer software programs such as Microsoft Office.
Licenses/Certifications: • CPM certificate preferred Must be a U.S. or Naturalized citizen.
Experience in a toxic/hazardous environment desired.
This position requires a National Agency Clearance. As a condition of employment, candidates and incumbents must favorably complete a personnel security investigation, urinalysis testing, and must meet and maintain personnel suitability and reliability requirements established by Army Regulations.
