USAC, a dynamic company in downtown DC, has an outstanding opportunity for a full-time Assistant Program Manager of High Cost. The Assistant Program Manager (APM) will be primarily responsible for Data Gathering, Reporting and Auditing functions for the High Cost Program. The incumbent will work with the Manager of High Cost regarding all aspects of reporting for the High Cost Program.

He or she will be organized, efficient, process oriented and capable of working in a dynamic, evolving environment with an ability to multitask. Effective preparation of internal & external summary reports, focused spreadsheets, PowerPoint presentations as it relates to High Cost program’s reporting aspect will be required.

The successful candidate will have:

  • Bachelors degree from an accredited college and/or university;
  • 1 - 2 years of experience working in a business environment;
  • 1 - 2 years of experience handling and working with financial data;
  • 1 - 2 years of experience creating, maintaining and executing queries (e.g. SQL) against databases;
  • 1 - 2 years of experience creating custom and ad-hoc reports (e.g. Excel Reports, Comparison Charts etc) using relational database technologies (e.g. Access);
  • 1 - 2 years of proven track record of creating quality deliverables within project deadlines;
  • 1 - 2 years of experience working in a team oriented environment exhibiting strong communication and interpersonal skills;
  • Must be able to converse, listen and understand the broad range of environmental, technical, non-technical and other business discussions, presentations, and conferences that affects the High Cost Program’s reporting aspect;
  • Knowledge of and/or understanding of Telecommunications industry is a plus;
  • Knowledge of and/or experience with State or Federal High Cost Programs is a plus;
  • Knowledge of and/or understanding of Financial processes (e.g. Forecasting, Projections, Disbursements etc) is a plus;

Essential Duties & Responsibilities to include:

  • Assist Manager of High Cost and other High Cost reporting personnel(s) necessary to successfully execute all High Cost Reporting and Auditing functions;
  • Develop and produce reports for High Cost, various cross-functional groups within USAC and external stakeholders such as FCC and Telecommunication Carriers;
  • Assist in the development of requirements and testing / validating Reporting and Auditing functions in High Cost system(s);
  • Assist in creating and maintaining the reporting standards and the standard operating policies and procedures. Ensure consistency and quality of deliverables;
  • Assist in gathering statistics and forecasting metrics on overall Reporting and Auditing trends to present to senior management;
  • Assist in Audit Tracking / Audit Follow up support;
  • Assist in producing documentation as required surrounding Reports, Audits and Policies & Procedures;
  • Respond to ad hoc data / report requests;
  • Escalate all issues and exceptions in a timely fashion to Manager of High Cost and /or Senior High Cost Management that will impact the successful completion of the deliverables;
  • Assist the Manager of High Cost and other personnel within the division in various High Cost projects as needed.
