Is it possible to work from home doing medical claims billing or a transcriptions and make "OK" money, How?

Honestly, because of the privacy laws that are now in place regarding medical records, it's next to impossible to do either of these jobs from home. There's a LOT of money involved in getting someone set up to do it from home (tens of thousands of dollars for the software alone) and then you'd need a guaranteed secure network - which is also expensive. Therefore, very FEW businesses are going to spend that kind of money to get someone set up for an entry-level job.

I can only speak for transcription. There is a move in the industry to farm out some of it overseas. There are many people in India who understand English very well and can begin work at the end of our day (time difference) and produce a lot of work by the next morning. I think it's a bad time to consider it unless you think you'll love the work.

You can, however, do not buy into any scam offering to put you through a course. You will get a job in a medical office doing that kind of work because you have a background in clerical work. A local community college may have a legitimate course that could help you land this kind of job as well.
After you have worked somewhere for some time, they may allow you to work from home. It isn't something you can magically get into by taking a correspondence course.
