What's the best way to find Independant Sales Agents to distribute Prepaid Wireless & Creditcards on a budget?

I need to hire Independant Sales Agents, Nationwide to distribute Prepaid Wireless, Phonecards Creditcards and other services to retail/convenience stores.
I dont have the budget for newspapers as that gets expensive and so is Monster and such. What is the best way to find people for the job?
